2025 Consumer Insolvency Filings
Insolvency filings were essentially flat in November, declining 1.5% nationally and rising just 2.1% in Ontario. On a trend basis, growth remains near zero, despite rising pressure on consumer household balance sheets.
In Ontario, bankruptcies rose 9.1% year over year, while consumer proposals edged up just 0.5%. This shift increased the relative weight of bankruptcies, lowering proposals as a share of total filings to 80.5% in November 2025, down from 81.9% a year earlier.
Canada-wide, the composition of filings moved in a similar direction. Bankruptcies declined 0.5% and proposals fell 1.8% year over year, resulting in a modest decline in the proposal share to 78.5%, compared to 78.7% in November 2024.
Our Hoyes Michalos Homeowners Bankruptcy Index rose to 10.8% in December 2025. For the full year 2025, 8.2% of insolvency filings involved homeowners, up from 5.1% in 2024.

Ontario Consumer Insolvency Statistics by Region 2024
Ontario insolvencies ended the year up 17.8%, while Canadian consumer insolvencies grew by 11.4%.
In total, 51,637 Ontarians across Ontario filed for insolvency in 2024. Personal bankruptcies increased by 17.2%, while consumer proposals grew by 17.9%. Proposals accounted for 82% of all insolvencies in Ontario, compared to 79% Canada-wide.
